First Baptist Penn Hills recognized that a blighted community with a multiplicity of needs surrounded it. In 1994 under the leadership of Rev. James Emory Hunt, Western Penn Hills Community Action, Inc (WPHCA) was organized as is a 501.C3 community based organization (CBO) located in the state of Pennsylvania, the municipality of Penn Hills and the county of Allegheny.  Its first program the Summer Youth Employment Program, which as of summer 2018 has employed over 600 youth in summer jobs.  WPHCA focus is to serve the needs of underserved diverse populations in general and youth, single parents, displaced homemakers, underemployed and unemployed in particular. WPHCA endeavors to accomplish its goals through partnering with government, private, corporate and social service entities in providing personal, economic, technological and community development.
